WAV is for production, MP3 is for handing off
Almost every recording starts life as WAV: the bounce out of a DAW, the podcast master, the field recorder's card. Uncompressed CD-quality stereo runs about 10MB per minute, which is exactly right while you are editing and exactly wrong once the file needs to reach a client inbox, a podcast host or a phone.
Encoding to MP3 is the standard hand-off step. Because the WAV is lossless, this is a first-generation encode, the situation MP3 handles best. The rule that matters: the MP3 is a deliverable, never the new master. All future edits and re-encodes should start from the WAV.
What 320 and 192kbps actually do to a WAV's size
At 320kbps the MP3 comes in around 2.4MB per minute, roughly a quarter of the WAV, and is transparent for music and speech on normal playback gear. At 192kbps you get about 1.4MB per minute, still solid for podcasts and demos. A 15-minute bounce drops from roughly 150MB to 36MB at 320kbps, or 21MB at 192.
Pick 320 when the file represents your work: releases, client previews, submissions. Reserve 192 for internal drafts and talk content where turnaround matters more than the last few percent of fidelity.

Lossy vs lossless audio
WAV and FLAC are lossless — they preserve the original waveform exactly (FLAC is compressed, WAV is not). MP3, M4A (AAC) and OGG are lossy: they shrink the file by discarding inaudible detail, and the quality preset controls the bitrate. Converting a lossy file to a lossless format can't recover quality that was already lost. One special case: converting to M4A when the source is already AAC just repackages the container (a lossless remux) — instant and bit-exact.
