What is this MP3 to OGG converter?

MP3 to OGG is a compatibility move, not an upgrade
Nothing about the audio gets better when an MP3 becomes an OGG Vorbis file. Both formats are lossy, and whatever the original MP3 encoder threw away stays gone. The conversion earns its place only when something downstream insists on OGG: game engines such as Godot and Unity, which favor OGG Vorbis for music and ambience tracks, some web and telephony stacks, and open-media projects in the Wikimedia tradition that standardized on Ogg long before the MP3 patents expired.
If nothing on that list applies, leave the MP3 alone. Players that read OGG almost always read MP3 too, so converting in this direction rarely buys any compatibility on its own.
Limiting stacked loss when Vorbis re-encodes an MP3
Every lossy pass adds its own artifacts on top of the last one, so give Vorbis as much room as possible and use the highest quality setting on offer. Around q8, roughly 256kbps, the second generation stays hard to hear on typical material. Expect the file to shrink only slightly: a 10MB MP3 at 320kbps comes out near 8MB.
Know where the result will not play before committing. Apple devices ignore OGG in their stock apps, and many car stereos and cheap portable players skip the files entirely. Keep the MP3 for those targets and hand the OGG only to the platform that asked for it.

Lossy vs lossless audio
WAV and FLAC are lossless — they preserve the original waveform exactly (FLAC is compressed, WAV is not). MP3, M4A (AAC) and OGG are lossy: they shrink the file by discarding inaudible detail, and the quality preset controls the bitrate. Converting a lossy file to a lossless format can't recover quality that was already lost. One special case: converting to M4A when the source is already AAC just repackages the container (a lossless remux) — instant and bit-exact.
