Where OGG files come from, and what MP3 fixes
OGG Vorbis shows up in a few predictable places: audio extracted from game assets, download options on Bandcamp and archive.org, recordings made on Linux desktops, and exports from older Audacity setups, where Vorbis worked out of the box while MP3 needed a separate encoder. The format itself is solid; its problem is reach.
MP3 closes that gap. An iPhone plays it without any extra app, car head units and portable players accept it, and every audio editor and DAW imports it without plugins. Converting is less about the sound and more about ending the "file won't open" conversation.
Why 256 to 320kbps MP3 is the floor for a second lossy pass
Vorbis already removed data once, and the MP3 encoder will remove more, so this is not the step to squeeze at. At 256 to 320kbps, the MP3 preserves nearly everything the OGG still has; at 128kbps, two rounds of trimming start to interact, and cymbals and reverb tails turn mushy.
One side effect to expect: the MP3 often ends up larger than the source. A four-minute track at Vorbis q5 (about 160kbps) weighs around 5MB, while the same audio at 320kbps MP3 is close to 10MB. That growth buys no quality, only the ability to play anywhere, which is usually the point.

Lossy vs lossless audio
WAV and FLAC are lossless — they preserve the original waveform exactly (FLAC is compressed, WAV is not). MP3, M4A (AAC) and OGG are lossy: they shrink the file by discarding inaudible detail, and the quality preset controls the bitrate. Converting a lossy file to a lossless format can't recover quality that was already lost. One special case: converting to M4A when the source is already AAC just repackages the container (a lossless remux) — instant and bit-exact.
