What is this MP3 to M4A converter?

There is no shortcut: MP3 to M4A re-encodes every time
The M4A container is defined around AAC (and Apple Lossless) audio; MP3 frames have no player-compatible place inside it. So this conversion must decode the MP3 to raw samples and encode them again with AAC, which makes the result a second lossy generation. Contrast that with .aac sources, which can be rewrapped into M4A untouched; an MP3 never gets that shortcut.
The practical rule follows directly: convert MP3 to M4A only when something on the receiving end demands it, and never in the hope of better sound. The AAC copy can at best sound indistinguishable from the MP3, never better.
Cases where AAC in M4A is genuinely required
The demand usually comes from Apple-adjacent pipelines: iPhone ringtone workflows (.m4r files are M4A with a different extension), a handful of iOS video and audio apps that accept only AAC input, and projects standardized on M4A assets. For those, encode with headroom: give a 320kbps MP3 at least 256kbps AAC, and a 192kbps MP3 at least 192kbps AAC. Dropping far below the source bitrate is where the transcode becomes audible.
The MP3 stays the master copy afterward: it is the earliest generation you own, so cut any future export from it, not from the M4A.

Lossy vs lossless audio
WAV and FLAC are lossless — they preserve the original waveform exactly (FLAC is compressed, WAV is not). MP3, M4A (AAC) and OGG are lossy: they shrink the file by discarding inaudible detail, and the quality preset controls the bitrate. Converting a lossy file to a lossless format can't recover quality that was already lost. One special case: converting to M4A when the source is already AAC just repackages the container (a lossless remux) — instant and bit-exact.
