When MP3 beats AAC: compatibility, not quality
AAC turns up everywhere audio gets produced today: streaming rips, phone voice recorders that save raw .aac (ADTS) streams, and most handheld recorders. As a codec it is more efficient than MP3, so at equal bitrates the AAC file sounds the same or better while staying smaller. Moving to MP3 buys exactly one thing: reach. Aging car head units, MP3-only portable players, and podcast or CMS pipelines that accept nothing but .mp3 are the realistic reasons.
Treat the MP3 as a compatibility export rather than a replacement. The AAC stays your source file; the MP3 exists for the one device or platform that refuses anything newer.
Bitrate strategy for a lossy-to-lossy AAC transcode
AAC and MP3 discard different parts of the signal, so a second encode stacks two distinct sets of artifacts. The defense is headroom: choose 256 or 320kbps for the MP3 even when the AAC source sits at 128kbps. The output lands larger than the input, which feels backwards but is the honest cost of not compounding the loss.
Speech relaxes the math. A 64kbps mono voice memo survives a 128 or 192kbps MP3 pass without audible damage, because voice masks transcoding artifacts far better than cymbals or dense mixes do.

Lossy vs lossless audio
WAV and FLAC are lossless — they preserve the original waveform exactly (FLAC is compressed, WAV is not). MP3, M4A (AAC) and OGG are lossy: they shrink the file by discarding inaudible detail, and the quality preset controls the bitrate. Converting a lossy file to a lossless format can't recover quality that was already lost. One special case: converting to M4A when the source is already AAC just repackages the container (a lossless remux) — instant and bit-exact.
